Can I use this Computer PSU to power my drill?

I have two battery powered drills: one is 12v and the other is 9.6v. I want to change one of them (preferably the 12v) to run off cord power, but I'd like to try and save some cash and use what I have around the house.

I have this PSU kicking around so I thought about using it. I know I'd have to jump one of the pins, and have no problem with that. After some research I found this video where it shows that a 12v corded drill will draw up to 40amps while under load.

The max I can see that the 12v rail can offer is 16amps, far below 40. Can anyone offer a solution? I am dirt poor right now so buying a $40 psu from china that offers 40amp is out of the question.
