Seeking help with my struggling palm.

I’ve had this palm tree for a year and a half, and it seems to be in a constant state of decline ever since I got it.

I re-potted it after 6 months to give it room to grow, using Miracle Gro palm and citrus soil. I keep it in a mid-70’s climate (air conditioned apartment in Los Angeles, CA), where it gets filtered sunlight until 10am, then direct sunlight until about 4pm. I noticed that whenever I water it (when top soil is dry, about every 2 weeks) I get dozens of miniature centipede look-alikes (or are they actually centipedes?) crawling out of the soil. Are these harming my roots? It also seems to have crusty “pimples” all over its leaves. They almost look like mini barnacles that I can peel with my nail. All other plants in my house are healthy and green, except for this palm that is always browning. What can I do to restore its health? I’d appreciate your help.
