organic wetting agent suggestions?

Hydrophobic soil/potting mix has always been my biggest issue as a beginning gardener. I'm in southern California 10A and during summer, unless I'm watering every day (or even several times a day) I will eventually get patches of dried out, hydrophobic soil just under the surface of both my raised beds and my container plants. With the current watering restrictions because of the drought, I'm only supposed to be watering twice a week!

The situation has gotten somewhat better after moving away from peat-based mixes and unglazed clay containers, but it still is an issue.

What are your solutions for hydrophobic soil? I've heard that a few drops of detergent per gallon of water helps.
